Happened to me too! I was the guy.

Just say something! You'll regret not saying something! You'll never know if the guy may need to move away for work and you'll lose him forever. Life is totally unpredictable, so strike when the iron is hot.

I was literally in the exact same situation a few month ago lol. We were extremely shy making it hard for us to approach each other even when we knew we had shared feelings. But then he passed me when I was walking home from school and said hi and from there our conversations developed from awkward standing too far apart to texting everyday and finding ways to be closer and in person. We are currently taking our relationship at a slow pace but it's still one of the best things to have happened to me and so I encourage you to try to do the same and not to miss out on a great opportunity.
